Cold rolled steel (CRS) is used for making sheet metal parts like cabinets, panel enclosures etc. This is the cheapest option for such usage. If you have issue with CRS material, you can use an Aluminium sheet or a stainless steel sheet material.
Aluminium and Stainless steel have advantage that it is not necessary to paint them.

It depends why you need Cold rolled steel. Is it for magnetic or machining or drawing?
It will depend on the application involved. Aluminum or Stainless steel can be used but may become uneconomical because of the difference in costs.
As said before it is highly dependent on the application, hot rolled carbon steel might be a good alternative in some cases, but in other cases it might not be suitable (and in some other cases it might be actually be preferred to CRS)
